Consumer Directed Personal Assistance Services (CDPAS)


Consumer-Directed Personal Assistance Services allows eligible individuals to assume responsibility for managing their own care at home through the use of personal assistants. This service is an alternative to institutional care. AIM, which is a fiscal intermediary for the program, provides administrative support for consumers and program employees.

The program provides services to people who are chronically ill or have a physical disability and who have a medical need for help with activities of daily living or skilled nursing services. Services can include any of the services provided by a personal care aide, home health aide or nurse.

The consumer, who must be self-directing or have a proxy acting on his/her behalf, assumes the responsibility for hiring, training, supervising and, if need be, terminating the employment of the personal assistant.

The program is funded by Medicaid. Consumers who are not eligible for Medicaid can self-pay for the service.

Residents of Allegany, Chemung, Schuyler, Steuben and Tioga counties are eligible for AIM’s CDPAS program.
