An alternative home care programConsumer Directed Personal Assisting Services is also known as CDPAS or CDPAP. Authorized under New York State Law, the service allows Medicaid eligible individuals, who are self directing, to assume responsibility for managing their own personal care needs. It is key that the individual be able to manage and direct his or her personal care or have an eligible person assist in management and direction of care. AIM contracts with government offices in Steuben, Chemung and Schuyler Counties to provide Consumer Directed Personal Assistance Services. Local government staff, in the respective county, screen individuals who request the service to determine eligibility. AIM signs an agreement with each eligible individual who will accept the responsibility of interviewing, hiring, training, and if necessary, dismissing his or her personal assistant. The eligible individual essentially acts, together with AIM, as an employer of the person performing the personal service for them. Personal assistants perform services that are critical to the consumer's independence, productivity and integration, since individuals with disabilities can function at optimal levels and participate fully in society if they have the right personal assisting care. Care includes such tasks as dressing; bathing; getting in and out of bed or one's wheelchair; toileting as well as bowel, bladder and catheter assistance; eating including having to be fed; cooking; cleaning house; on-the-job support; cognitive tasks like handling money; and fostering communication through interpreting and reading services.
